I was just looking at the scores of draws and realized this could be possible. When CIC did its first 2 draws on 31st Jan and 7th Feb there might have been many people (500-600) who created fake profiles saying they either have PNP or LMIA or job offer. This would have given them those additional points.
Now if these people were given ITA in Feb 21st and Feb 28th draws, their 2 months expire on or around 22nd April. since they did not accept the ITA they are put back in the pool and the May 22nd draw goes above 600 points again. Now, if they do not accept ITA their profile would have been put back in the system around July 22nd.
Surprisingly, enough the draw after 22nd July happened on 7th August wherein the points got spiked upwards again. I think the next 3 draws would moved downwards before spiking up again. People may face an issue in October draw again unless fake profiles are weeded out by CIC by removing people for a one year period if they haven't accepted ITA for 2-3 consecutive times.
