I am no expert but i think it shouldn't be that difficult to follow a queue and issue ecopr depending on the P1 date. I don't know why IRCC does it this way which is so random. Maybe to fill the quota for different streams?

There's infinite possibilities, but, unfortunately no one knows how IRCC works!

best time to reach them would be 9am EST. I was able to get hold of them with less than 15 mins of wait time.

I got luck to get to IRCC only once, several weeks ago. Afterwards, there was no luck at all. Phone calls, forms, emails - the same silence. Only updates on GC tracker - "we received your request"
