Apparently yes, I have seen many people among different forums mentioning they got their ECOPR on last Saturday, the 4th Jan.

Waiting for ECOPR

Primary VO Kitchener, Secondary VO Montreal

You have to call IRCC to find out. I got to mine from the signature section of the emails I got for P1 and P2!

Even I didn't know my VOs as my P1 email was from "Landings". I found my VOs by calling IRCC client support center.

You dont need to be on hold. You can leave your phone number and they will call you back when it is your turn.
Source: I called them...twice I left my phone number and twice they called me back.
