hi, my wife lives in costa rica, i am sponsoring her, just want to know if her police record has to be notarized or certified?

yes police certificates has to be noterized and certified from neccesary government offices and plus costa rica's foreign affaires offcourse after translated from a sworn translator in either english or french .
