I just got through this process so let me guide you through it. First of all, you cannot apply for a Police certificate in Saudi on your own. You will need a letter from the Canadian Embassy requesting the police certificate. The embassy will send you this letter when they ask you to submit the police certificate. It only takes a week for the entire process so it's usually okay to wait for the embassy to request it.
Once you have the request, you will need to go to the Ministry of Foreign Affairs with the ORIGINAL letter from the embassy and have it attested. They'll put a stamp on it and take SR25 from you.
Next you head to the Police Station in your city. If you live in AlKhobar, this is right opposite to Gulf Center at the end of Dhahran Street. Go early in the morning as they only handle fingerprinting before 12pm. Once there, find the forensics lab and head in and ask to see someone about police certificates. You'll be guided to a head officer who will sign the paper and direct you to go to another officer who will give you the fingerprinting form. He will direct you to go to the fingerprinting area to get your fingerprints on the paper. Go do this. (TIP: If you have to apply for additional police certificates in other countries, bring fingerprint cards for those countries with you as well. After you're done fingerprinting for the Saudi certificate, ask nicely and you'll get professional prints done for the other country as well!).
Once you have your fingerprints, head back to the officer who gave you the form and give them to him. He'll tell you to be back in a week to get your certificate.
