Send it along with your application.
I recommend you get it either from your regional passport office or Canadian Embassy. I lose my 4 months only because ive submitted PCC from SP office!!! Its just a suggestion there are people submitting SP/Commissionaire documents but CIC have more trust on those one i mentioned at first

Their are agencies through which you can apply for PCC FROM consulate general's office Toronto. It takes 3-4 weeks.
