Police Certificate

I'm currently living and Brazil and 4 years ago I spent one year in Spain studying. Now I was trying to get my Police Certificate from Spain and It is impossible to issue it without going fiscally there. Also I don't have anyone that can go in my place or any company that could do this for me. Is there any other possibility to avoid all the costs to flying there just to get this doc?

Yes, and they said that they can't issue it here, only in Spain.

Did the CIC website provide their recommended steps. Sorry cant really help here but based on what CIC wants they need it for all countries lived in more than 6 months

Well I disagree that it is impossible. You should follow instructions:

You must complete and MAIL a Model 790 application

from the Criminal Record Certificate page, along with all supporting documentation (Original valid Residency Card, passport, with a valid visa where applicable, or EU identification document), to the Central Office of Citizen Services at the Ministry of Justice.
