I am currently working in Canada and planning to apply under FSW. I lived in US for 5 years, so I need to get the police clearance certificate from US..

When I saw the CIC web site, they have given link to FBI website to obtain:
1. Cover letter and 2. Finger print card

I downloaded the finger print card (FD-258) but I cannot find the cover letter..

Can anyone suggest where do I find the cover letter on FBI site..

First, you are applying to the FBI, not to the CIC, so you need to follow the instructions from the FBI given here: http://www.fbi.gov/about-us/cjis/identity-history-summary-checks/submitting-an-identity-history-summary-request-to-the-fbi

Second, I personally did not send any cover letter. Just application form, the finger prints and a money order. They have a checklist on the above mentioned link, so you know what is required.

Third, please take the fingerprinting seriously. If your fingerprints are bad, the FBI will reject it and you will have to do the process again. If possible send multiple fingerprints at the minimum. If you can get a Police Dept in the US do it for you it is ideal.

Fourth, there seems to be a very long delay in getting this. About 12 weeks at the moment. So send it as soon as you can. (By the way, if you are a US Citizen or a Green Card holder, please consider using the channelers instead of directly going to the FBI. They are much faster.)
