Police certificate: FBI cover letter and fingerprints????

Hello again everyone. We are at the outset of applying for my wife's Canadian PR, and so we need to send to the FBI to get my wife's Police Certificate. On the CIC website it states, "get a cover letter and fingerprint card from the FBI." I cannot find the "cover letter" anywhere. Any help? I found the fingerprint card, but I still have no clue about the cover letter. Any help would be very much appreciated! We'd like to get this out asap!

just go to any authorize fingerprint third party then tell them you want to do FBI fingerprint and most of them are familiar with,so you dont have to worry about it,if she is in usa the fbi clearance is enough but if she wanna have police certificate from every states she lives for 6+ months thats great too

You don't really need a "cover letter." Just complete the Applicant Information Form and submit it with the finger prints and payment.

I was also confused about the "cover letter" but thanks for the clarifications.
