My sister lives in Canada but her PR card is no longer valid ,as she has not met the obligatory residency (2out of5 years) . she is not going to apply for a new pr card but she still has her permanent resident status . Can I claim 15 points for having a sister living in Canada?

What did you do about this finally? My husband and I are in a similar situation. His sister and brother-in-law actually got PR and moved to Canada for a while but returned due to a family emergency. At the time of application, we claimed points for her because she in fact does have PR. However, we have now received an ITA and as we upload our documents, we full all criteria - we have her PR card, medical card and bank account details etc but she doesn't currently reside there. So we are considering 2 options:
1. To alter the sibling point (without which, our scores still remain valid and within range) and offer an LOE explaining our point to avoid any misrepresentation
OR
2. Decline the invitation
The only reason we are even considering point 2 despite still being eligible for the ITA is because we want to avoid any potential misunderstanding or raise any invalid suspicion.
Would appreciate any kind of advice here.

Purpose
To validate a claim of, and award points associated with, having
- a relative in Canada who is a Canadian citizen or permanent resident (for the Federal Skilled Worker Program adaptability points);
- an adult brother or sister who is a Canadian citizen or permanent resident residing in Canada (for additional CRS points).
- This documentation is required if the applicant indicates that they, or their accompanying spouse or common-law partner, have a family member in Canada who is a permanent resident or a Canadian citizen.
- A copy of both sides of the family member's Canadian citizenship document, Canadian birth certificate and/or permanent resident card must be provided.
- Evidence that the family member currently resides in Canada must be provided (a residential lease, mortgage documents, utility bills, etc.).
- The documents must show their address in Canada and should be recent (dated within six months prior to submission).
- Proof of the relationship of the applicant or the accompanying spouse or common-law partner to the family member must also be provided (e.g., a birth certificate, an official document naming the applicant as a relative, a copy of the inside back cover of the relative’s passport showing the relative’s parents’ marriage certificate, legal adoption documents and any other documents that prove or describe the relationship).
- If the applicant claims a stepbrother or stepsister, there should be no evidence in the application that the marriage or common-law relationship between the parents of the stepbrother or stepsister has broken down.

So even if you are the principal (with no relatives in canada), you can still claim points for adaptability (10 points under FSW) for your spouse's sibling/s in canada.

No - he cannot claim the 15 points. You must be living in Canada in order for him to claim the 15 points.
Your brother cannot claim points because there 3-4 conditions which are required to be met:
