Unless there's been a change in regards to the calculation of work experience under the six selection factors (can't say for certain) you may only count work experience under your primary NOC for such calculation. Try choosing 2283 as your Primary NOC.

It doesn't specify that it has to be the primary NOC. Or else may be I'm reading it wrong. But your point may be the reason why she was shown as not eligible.
It has never specified that it has to be in the primary NOC but in the past one could only count work experience under one's primary NOC for such calculation. That being said, this was back in 2015/2016 so I can't say if that's still the case.
