Educational credential is defined in section 73 of the Immigration and Refugee Protection Regulations as any diploma, degree or trade or apprenticeship credential issued on the completion of a program of study or training at an educational or training institution recognized by the authorities responsible for registering, accrediting, supervising and regulating such institutions in the country of issue.
A distance learning credential is eligible for points as long as it meets the definition of a credential as outlined in section 73 of the regulations.
Full-time is defined in section 78(1) of the Immigration and Refugee Protection Regulations as requiring at least 15 hours of instruction per week during the academic year, including any period of training in the workplace that forms part of the course of instruction.
Full-time equivalent means, in respect of part-time or accelerated studies, the period of time that would have been required to complete those studies on a full-time basis.
Pursuant to section 78 of the Immigration and Refugee Protection Regulations, officers should assess the application and award the applicant points for education as follows:
One year post-secondary educational credential, other than a university educational credential, and at least 13 years of completed full-time or full-time equivalent studies

If your two diplomas are to be considered separately, the maximum you could get is 15 points for a post secondary credential obtained after 13 years of education.
If both your diplomas are university credentials, they can be combined and you should be able to obtain 22 points providing that they are recognized by your home country and that you completed at least 15 years of full time studies or the equivalent.
So its not sure if the visa officer will be satisfied with your distanced education credentials to award you all points.
