Well, my Settlement Advisor has something else to say.

The Indian bank statement will not be acceptable at the airport. They have to bring cash equivalent to 18k Canadian no matter what currency or traveller cheques. The other thing they can do if they can transfer that amount to a Canadian account of a relative or friend here in SK. form India and bring the transfer receipt with them. I hope this information will help him to figure out what to do.

This doesn't appear to be accurate information. Remember that even CIC Call centre agents routinely give incorrect/inadequate/dated information all the time.

I wish I had been asked for settlement funds on landing but I wasn't so there is no way I can confirm this firsthand. Let's see if anybody else chimes in with firsthand confirmation.

Several people in this thread have landed with bank statements and only 3k/5k in cash. Nearly all cases, CBSA never checked any currency or statements, just verbally asked how much are they carrying. Maybe for 95% cases, they don't verify actual currency.
