PNP sponser eligibility

Hi all,

Can you guys please help me and advise me about the eligiblility of the sponserer under PNP. Can a 6 months old landed immigrant as PR who is working, can he sponser his friend under PNP. I have my friend in Winnipeg who came here 6 months back under PNP only and he is willing to sponser me but he is not sure if he is can sponser me or not.... please advise..
