A friend of mine has a question in regards to sponsor his wife to come to Canada. He is a Canadian citizen who lives and works in middle-east, can he sponser his wife while working outside of Canada? And if so, does he need to move back to Canada permanently when she is coming for landing?

As long as he is a citizen, yes he can sponsor his wife. CIC will ask for proof they plan to return to Canada permanently. He can supply it with the application or write a letter telling CIC he will supply it when they are ready to issue the COPR. The second option may delay processing 2-3 months, so he needs to look at the average times for Visa Office and decide which is best.

Permanent Residents cannot sponsor unless they are living in Canada. This might be why he is concerned. As long as he is a citizen, no worries.
