Hello is it normal that i did'nt receive PRE ARRIVAL letter?

Here is my Timeline
AR: September 21,2018
AOR November 25, 2018
MER: May 13,2019
MED May 29,2019
MEP: June 9,2019

How many months should i wait?

yes it’s normal.. I don’t know about outlands but inlands applicants with nov and dec AOR started to get PPR already.. soon you will get it.. I am dec AOR

my AOR is Dec 2018 and they told my everything is done and they are doing security like 15 days ago.. still nothing no update
