As per the GCMS notes everything is cleared but they hold the decision because my wife is back in India and cant land virtually. Now what should be the next step?

Apply for work permit for your wife and bring her to Canada.

Today I got another ADR (2nd). IRCC ask to submit "Schedule A" form for me and my wife (two separate documents). I've just submitted both of them.
The 1st ADR was in May 2019. IRCC asked to submit "Schedule A" form for my wife and provide a police certificate for her.

I don't know why they repeatedly ask me to fill out the same form over and over.

I am a May 2018 applicant.

Good thing is at least you know someone is looking at your file...i got ADR in 2019 Oct and then no single update up until now.. Good luck with your application & please update here if you get the golden email

Timeline for my paper application is:
AOR: April 2018
Medical request received: May 2019
Medicals expired
ADR received: March 2022

Now the ADR mentioned "Current Offer of Employment from Canadian Employer" along with fingerprints but since I've been outland for about 3 years now, my employer has refused to provide me with any further support.

Anyone else faced same kind of issue? Any help appreciated.

SINP. I got married three months ago so haven't yet added my spouse as a dependent.
My visa office is New Delhi but received this request from Etobicoke.

Yes, I was. I worked for the employer for 2 years on PGWP.

Then why have you left Canada and your job? Is your nomination job restricted or not?
Have you received the Schedule A along with the ADR requested? You should let IRCC know about your marriage.

I let them know about my marriage already when it was time.

Did IRCC actually know that you have no longer a valid status in Canada and you have moved back to your home country? I think that's the reason to request a " current offer of employment".

I think u should have maintained your job and your status here in canada if u were provincial nominee

Yes, it was a provincial nomination with SINP - Employment offer stream. So yes.
