That is correct. If the restrictions on employment section says yes, you can only apply for a closed work permit. However, this is very rare. PNP rarely puts this condition. May I ask what's your NOC?How can you apply for an open work permit if in support letter clearly says RESTRICTIONS ON EMPLOYMENT (YES) which means you can not get open work permit, you just get closed work permit so you only allowed to work for company that made job offer letter.

Your friend's case perhaps took a shorter time. With Covid delays are being experienced. Typically, Paper Based applications would take between 15 and 19 months....or sooner than that. It all depends on the number of applications IRCC receive at the time, the accuracy or completeness of the documents submittedAnother thing.
I have a friend who did this. In his case the whole process took something like 14 months, and he lost time because he had to send again a couple of documents. Without that probably he would do it in 12 months.
