my dependent is not with me she is in India so does it mean that i have to send two separate mail, and does it goes to ottawa office only for both of us?
You need to submit separately. Your passport goes to ottawa and she needs to send it from vfs india and goes to delhi
Really sorry, i have one more question, in my email it just says ottawa office so it means i have to email them for my daughter to send me different letter so we can send separate mail along with that ppr letter for her from India only.

Just fill and sign the form you got in the mail to your family so that they can send from india and you can do it from here. In your application what did you mentioned about your dependants(I meant where do they live)
