PNP PR - October-November-December 2016 Applicants

Hi All,
I applied for PR on August 2016 and got my file number on December 2016. My PGWP is expiring on 25 June, 2017. I am a Provincial nominee from Alberta. In the PNP letter it says there is NO RESTRICTIONS ON EMPLOYMENT.

Am I eligible to apply for BOWP?
If so, What documents do I need to apply for BOWP?
When I try to do it online it ask me for the following documents:
-Letter of Support from Province or Territory
-Proof that you Meet the Requirements of the Job Being Offered
-Employer Questionnaire and Declaration
Do I need all these documents?

Yes you can apply open work permit but during determine eligibility you have to select answer yes for question Permanent Resident first stage approved. After that it will not ask you Letter of support.

Received AOR on Mar 7, 2017, but no file transfer (FT) as yet. Syndney NS is my visa office and guess they dont send FT emails.

did you mailed everything to syney? like upfront medical check and criminal certificate?

Correct, mailed everything to Sydney since that is where we need to send our application package. Just to clarify, I am paper based so didnt do medical upfront. I was only in possession of Indian PCC at that time and given that FBI certificate wait time is 2-3 months, didnt consider waiting for it before applying.

When I answer 'yes' for the question to the permanent first stage approved, it still asks for the PNP certificate and letter of support. I do not understand. Has anyone applied for BOWP recently. please advise.

And he did mail out document and did track it , they received it

Please I need an urgent response from you all.
I applied for PNP on nov 10th, 2016 received AOR on the 1st of Feb 2017.
RPRF on 7th March, 2017. I linked my act on the same day.
I am on post graduate work permit. I have worked for one year in Canada and hence the need to apply for Canada experience class on express entry. I tried creating and applying for CEC on express entry from my online act but on checking the drop down, express entry was not on the drop down list, all others were in the drop down list except express entry. Please can someone tell me what I did wrong or how to go about creating a profile and getting into the pool.
Pls help!!!
