There is no guarantee of MR straight after AOR. It is dependent on each files whether they are verifying some other documents you sent, or PCC, or education backgrounds. Could be anything.
Plus the whole refugee situation CIC and Canada is dealing with are higher in their priority so I don't find it surprising they draw manpower and resources to them from other immigration class. It's political.
Just don't expect CIC make every timeline accurately to the date.
But the way regular applications are being handled....
Seems to me they get less timelines up to date than they could...
... Still we who really choose Canada, patiently waits....
