These days Outland applicants has higher priority than inland applicants in CIO! Take a look at these posts:

As we can see, many of inland applicants from FEB are still waiting for their EP but outland applicants are getting their EP very fast and I think it means local visa offices for inland applicants (Ottawa and Sydney) are a little busy these days and CIO keep those inland applicants waiting a little more but for outland applicants they are sending EP with higher priority and transfer file to abroad visa office as soon as possible! ;D
I believe when only one applicant from 1 May can receive EP on 17 June then CIO timeline is 1.5 month these days!
