Most province won't accept land or apartment as a proof of fund. You could try Saskatchewan if you had minimum of $19000 (approx.) maintained for last three months.
For PNP it's always better to create an EE Profile before applying to province.
A very good question came from you that is which province should we chose. Lol, I don't know, it's everyone's personal choice but My ans is you can choose any province as far as it's inside canada ;D as you may have seen most people like to go to ontario or British Colombia because these places are well known & most of them don't even know other places name except Toronto, Montreal, Vancouver etc...but all province are almost the same. In regards of the weather some of them are a bit colder than others, and if you think of a quick career prospect I'd suggest you not to choose a place where unemployment rate is higher & seekers greater than the open job.
Seems lots of province has already started their EE subclass already and it's very likely in this stage they are at the edge of meet their quota, so you should better prepare yourself for next year intake. You can chose Nova Scotia or Saskachewan, they are good. Study their website for entry requirement and procedure of application which will help you preparing yourself for next year intake. Not going to any agency seems a better option and wise choice. They know nothing, it takes minimum 5 minutes for them to even captured the word when asked & response. Hehe like Crocodile skin. By that time you could easily avail that specific answer from google
