XEP OR Direct EP AOR?!

I think this scenario can help us to understand why sometimes CIO send Direct EP and sometimes they send XEP AORs:
1) If processing time for one application be less than 60 days then they send direct AOR.(All Outland after MAY 2015 received applications by CIO fall into this category.
2) If processing time for one application be more than 60 days then they send first XEP and after one months they send EP AOR.(All Inland applications and also those Outland applications submitted before MAY 2015 fall into this category)

Any Idea?

its really a confusing situation right now. some applicant who applied even on 2nd week of May got EP while's we've seen 1st May Applicant got XEP recently ( Yesterday). Isn't it strange!! To me this is kinda mismanagement.

Damn! I just called cic to see why im not getting neither XEP neither EP. Lady on phone even didnt want to look my file. I explained that people who applied after me are getting file numbers and i dont. She replied that I should wait 18 weeks (!) and then only call.. Wtf
Last time agent (a guy, guys always nicer) told me right away whats going on and that payment was not good.

Im afraid that something is wrong due to so many people (and who also by the way applied 2nd time like me) got xep.
Will have to call again. I cant live so stressed. I barely relieved from the stress when cio sent my everything back after 5 months waisted. Now I have to wait 18 weeks to find out something else. No way! Im so mad.

calm down my friend. This time your file is not going to return as you paid online. FYI, I can confirm lots of applicant with the same timeline as yours still waiting for AOR ( XEP ).

Buddy I think that they are still finishing up with Apr inland applicants. So you would expect it in the next few days.

My application reached CIC on 11th may , I have not heard anything yet !!

I am inland applicant , But I got a express entry ITA , so I submitted that application as well.
Now the wait is on in two fronts for me!!

But i have a ques !! Is that AOR?? Bcs the mail i got its write:
Your application has now been placed into processing.

X This correspondence also acknowledges receipt of your fee payment.

First of all congratulation!!!

If your file number starts with X and you already got receipt of payment than consider it ready to process. You'd just get a AOR very soon which would include the same number excluding the X at front.
As CIO introduced XEP earlier so it could be a system glitch that all completed application getting XEP first while the application is fully complete. Just wait for the AOR email. In the meantime you can check your application status online whether if it's active using the same XEP number without the X. Best of luck...
