As you have already done it, many of the below points might not be new to you.
1. You cant speed up time except that you can try not to delay but cant reduce below 4 months.
2. Yes you can send it fast courier which ever delivers soon but dont keep any return envelope as they are not going to use them and will send through regular/normal usps post that has no tracking.
3. Return address: If possible give US address to get it few days soon. But if this is not reliable then its better you give your Canada address.
4. Prints - You can use the electronic one but nowadays we need to get it from FBI directly (for everyeone) hence its going to take 4 full months to receive. During mid year it takes 3 months but nowadays it takes 4 months.
Get the prints done by professional if you are ok to spend some money (either electronic prints or manual prints).
If you are taking by yourself then have it printed legibly.
Select the prints that are looking ok. Even the guys who are supposed to be doing good after taking money are not doing it well hence even if we need to throw it out without sending to fbi then we should throw the ones that are not good.
5. Send multiple prints even though i heard that fbi dont process them all prints in the machine instead they just choose the best out of it manually and process one and move on to another application. This is to try increasing chances to select the best print.
6. Send multiple applications if possible. This will give us hedge against any print rejection of one of the applications.
7. Dont use the credit card which get declined for many due to many reasons (change of credit card number or card got blocked or card declined for some reason).
What i did:
I sent multiple applications with multiple prints. I know its little expensive but had no choice.

You can use it as its valid for 1 year nowadays (no more 3 months contraints) but you should be ready to get one by coming May if at all they ask.

As we cant talk to visa office directly on phone, i was talking about your response letter to vo (whatever the mode they asked your to submit the docs - is it cse/post/email/fax?).
I think like below:
Once your have your kids stuff ready, you can write a letter and attach the below docs:
Letter (FBI PCC- Mention that you included the pcc from FBI but mention that it was issued after last time departed hence request them to waive, and also tell that you have applied for new one again and request them to give extension for 4 months if they still require new PCC from US. You country pcc - Mention that you have this one now and have applied for new pcc)
Attach your US pcc, proof of new pcc applied to fbi (courier receipt), your country pcc, proof of new pcc applied for your country (courier receipt/application submitted whichever is applicable), your kids stuff (and the rest of the documents they asked).
Asking now has advantage that they might waive it and proceed further.
Nothing more to ask except to ask for waiving the request for new pcc and request for extension if they need new pcc from fbi.
