Yes you can apply, I submitted my paper app on sep 23 and got aor dec 23rd. I received ITA last month and submitted on dec 22. I did upfront medical for my Express entry application which is required but surprisingly the paper application medical was updated as well.
You've nothing to loose aside paying double applications fee but the rfpr fee is only paid once, but you stand the chance of getting your PR faster within 6 months with EE. So you weigh and decide.

Do u guys think IRCC would do employment check again even AINP did it once already? I am under SRS-Post graduate Category with no restrictions

could see "Application Number" also, is this AOR?

CIC received PR application: 23rd Sep 2016, still waiting for AOR or any status. Account status is still shows "Under process" :(

Is PNP under EE is different from paper based PNP? let me know.

AOR is Acknowledgment of Receipt. In your case -We have created a file with the application number provided above.. They gave u a file number and started working on your application

I applied through SINP student sub paper based, it took about 2months. the whole pr takes 15months
EE is faster - 6months. that is why all the steps are faster.

Do not listen to some people :)

Acknowledgment of receipt = they got your application, gave u number and started working on it.

I just went through the CIC website link and found below statement,

If you applied through Express Entry

When you submit your application, you will get a letter called Acknowledgment of receipt - Application for permanent residence in your account confirming that your application was sent to CIC.

We will contact you again through your MyCIC account when we have confirmed that your application is complete. If your application is not complete, we will reject it and will refund your processing fees.

Till today, was thinking that AOR means confirming that the PR application is complete and ready for processing.

Processing should be fast enough right, after receiving AOR? still my pr status says "Under Process".

Still CIC has not contacted, saying application is complete or not?
 
How long does it take to get Passport request by NDVO being an Overseas Skilled Worker. My meds got passed 12/01/2017, but back ground check still in process. Already paid of RPRF and all fees

I think u are worrying too much. I am SINP non-express entry but will try to explain

There are two ways to check your application:
1)Online service. This will only show updates. U will not be able to see details or upload documents.
www.cic.gc.ca/english ->Go to check my application status. Select your category.
In order to check status, u will need to enter UCI or Application number, Last name, birth date, country of birth.
I just checked mine,

We sent you correspondence acknowledging receipt of your application(s) on July 11, 2016.
This is when I got Application number

2) GCKey account (I call it My CIC)
http://www.cic.gc.ca/english/e-services/account.asp
If you use any canadian banks, u can use your debit card to create and account (free, do not to pay anything) "Continue with Sign in partners"
If you do not have canadian debit -> "Continue to GCKey". Here u will need to create an account

Once you create an account, I strongly recommend link your application http://www.cic.gc.ca/english/my_application/link.asp
U will see this option in GCKey account.

You linked your application for PR, u will see the "Check status" button
Once u press,

This is example from mine,

Application/profile status Open
Review of eligibility Review in Progress
Review of medical results Not needed at this time
Review of submitted documents Provided
Scheduling an interview Not needed at this time
A background check is needed Not needed at this time
Final decision Not Started

So for example, they sent me letter to pay RPRF, I payed and uploaded receipt under Review of Submitted documents

If they will need any information from you, this is how you communicate with CIC,

Anyone who has applied in July and received MR? Also, I called to couple of doctors in Calgary and they said we cannot do Upfront Medicals anymore as per the new rules which were released on December 15th 2016. Does anyone know about it?
