Based on the precedent, return tracker doesnt get activated till the morning of the delivery date. so it gets activated and a few hours later, they deliver it.
Mine is still not activated and i called CIC today and they said it was sent out yesterday. people in ottawa who were approved on the same day as me, same thing. their tracker was activated this morning and it was delivered to them this morning too.
Call to confirm it was sent out, you will receive in 2 business days

This is the information we got from our MP yesterday:
IRCC Update:
· We can provide you with the following details about the status of your application for permanent residence under the Provincial Nominee Program:
· The application was received at the Centralized Intake Office on January 11, 2016.
· The responsible office has reviewed the application and documents submitted to determine if you and your family members meet the eligibility requirements under the class for which they have applied.
o The eligibility assessment has been finalized on September 10, 2016.
· The medical examination results are on file and valid until February 8, 2018 for XXXX and until February 9, 2018 foR XXXX.
· The criminality verifications have been in process since March 19, 2016.
· The security verifications have not yet been initiated.
· Requested documents have been received on March 20, 2017 and are being assessed.
· As per our current processing times, it may take up to 16 month(s) to finalize the application. However, processing times indicated on our website are approximate, and can vary with each individual case.
Almost 18 months now, I honestly don't understand what's going on with the January applications as I see many people from March getting their PR's already. Good luck to all of us
