are you February applicant? When was your MR?
yes I am feb 8 applicant. Got two MR. One on March 1 and one on March 15. My GCSM notes say med passed March 21. And it says passed on my ecas and cic account as well.

Hi everybody, do they make final decisions after 90 days after MR passed?

In my opinion, I do not think so. (Depend on the applicants.)
Most of applicants in 2016, they got medical around early 2018. (By the time their background check should be finished.) - That is why they takes around 90 days to get PPR, just need medical result and final check by officer in Ottawa.
My case, I am a 2017 applicant, I passed my medical on March 2018 and was not passed criminality until April.
The security check never starts until pass the criminality check. Also, security check is the one of the background checks take long long time.
So, it is all depend on how long your security check takes.

me and my friend applied for PNP PR on same day in JUNE 2017 and got AOR at end of august, medical request on april 23 for me and may 9 for him..he added his wife on october 2017..and i m single....today he got letter stating landing interview at etobicoke ...and his ecas was decision made and for me in process...i cant understand how cic work

don't take "security hasn't started" literally. this status will never change.
security has probably been started already, it's just not done yet.
due date is the date when the officer should look at your file if nothing else came up before that due date that prompted him/her to open your file earlier.
