I could not collect PCC from UAE due to my pending credit card bills. I wrote them an explanation and I guess they accepted it.

How does having a credit card debt impact PCC? That's a civil issue and definitely should not impact your PCC. I lived in Auckland for few years and have a CC debt. I called Nz's credit Bureau and they advised that a credit card debt has nothing to do with police clearance. The only debt that will show on your PCC is the debt that's owed to the govt.

In UAE if you don't pay your DEBTs, they (Banks) file criminal case, because when you apply for loan or CC you need to give them a blank check, and check bounce leads to criminal case.
