That means cic had been working on June applicants getting PPR for 4 months since May, September applicants got me 2 months ago, October applicants haven't get me yet, in this speed, if October applicants get me on September, November applicant will get me on December, isn't it.........................................

I did. don't order from GCMS.ca. they charge CAD 55.00 USD 40.00. if you cancel your order immediately they will only refund CAD 44.00. you can order from CIC ATIP for $5.

ATIP page is only for inland applicants. If you live outside Canada, you will need a middle man like GCMS.ca to apply on your behalf

good point. I regret submitting my request to that third party. the charged me $11 just to cancel my request 2 min after submitting it.

That's just bad business practice then. Don't use it, use some other middle man service

Just want to share how to order gcms notes since I got mine for free.
There are 2 options:
Privacy Act-FREE
Access to Information Act-$5

Here's the procedures:
1. Site: https://atip-aiprp.apps.gc.ca/atip/ (not 3rd party)
2. Fill in the form, please see below the important items you need to know.
- Department, select IRCC
- To be eligible, select Individual/Corporation currently in Canada
- Complete all your Personal Information, please take note that all info
with * should be filled up and put N/A if not necessary.
- Requesting on your own behalf: Yes
- Category that best describe you: Member of the Public
- How would receive the requested record: E-mail
- Select Privary Act, it is free :)
- Type of records: Case Files
- What type of record would you like to request, select Permanent Residence
- Which specific info are you looking for: The electronic notes of the immigration/citizenship officer

By the way, i received the requested records more than 31 days and I did sent follow up email to ATIP-AIPRP@cic.gc.ca for 2 times. You will know further instructions once you have received the automatic email with your tracking number.
