Most of Outland PNP PR paper based applicants are late in getting MR

CIC website says that average processing time in my VO is 15 months.

Does anyone know:

Is it the max period since the application (24/Sep/2015) or since AOR (10/Dec/2015)?
Is this the time until I will receive MR or until I get visa ?

I submitted pcc from all applicable countries along with my application.
No updates regarding BG checks.

Luckchamp, it takes times to get updates on ecas. Mine took 14 days to get updates regarding medical in Ecas.

Citizenship and Immigration Canada (CIC) calculates processing times from the day CIC receives an application to the day it makes a decision on the application.

I wish if there was some ways to know what's going on at Cic office currently. Seems like processing are critically slowed down.
Any September 2015 paper based inlands applied for gcms? Appreciate if you could share any info if available!
