How can it be checked that which PNP programs are open now?

One option is to visit the website of each province and check their PNP status.

I want to know whether there is some site, newspage or forum which give the updates on PNPs of all states at one page that can be visited regularly to check the latest updates.

You can used back the same electronic receipt because your payment has not been processed. I think you have to print the it over they might have wrote on the returned one.

I too received an email from IRCC stating "This confirms that your application for permanent residence in Canada has been received by Citizenship and Immigration Canada (CIC) on 2016/06/10".
The email has a UCI and application number in it.
Is it the AOR? if not, how does AOR look like?
I'm confused because I also send a web form request for my application 2 days ago and I'm not sure whether this email is answer to that or the AOR?

Also, the I am not able to check status of my application online anymore!

CIC received my application on June 13, I received AOR on september 20. Took 97 days. Inland.

No. The letter states that they are returning my money too. On top of that, my nomination letter is expiring on 28th Sep and I have to send it in a way that they receive it before the Nomination expires.

there is noting like old payment reciept, sending you application back to you means that they want you to correct and add some informations/documents to your application, so the reciept stil remains, no need to change it

One of my friend got his file back and CIO refunded his money
he had to do the whole procedure all over again
like filling or correcting all docs, applicant fee ($550), enclosing missing docs
If you are in doubt call CIO office they can direct you better
it's always better to be safe than sorry

When did he get file back? And did he get the money back on same time when he received his file back

I am still waiting for AOR...My file received at CIC 13th June 2016 Still no news...I am from MPNP outland...Any idea help me...
