As i understand from CIC checklist IELTS required
For occupations skill level c,d but they
Did not mention any thing about skill level 0,A,B
Is that means it does not required for 0,A,B occupations?
Here is the link for checklist

It is only required for C and D.

Dear IELTS result should be submitted with your PR application and it must be valid at the time of submission. before 2013 IELTS was not required for C,D category but now it is required for all categories including A, so u should submit it other wise your application will be returned.

I think you are right. There is no harm in sending your IELTS score upfront with you PR application regardless of your NOC type.

As long as your IELTS is valid attach it with your PR application to avoid any future request and you end up retaking your IELTS again so better send it now...

CIC paper based process is of 15 months. IELTS eligible for 2 years. About 6 months take for Nomination. Means, we have to re-appear in IELTS.

Once you submitted your valid IELTS at the time of your PR application. Then there is no need to retake IELTS at any point throughout your application processing time unless the case worker is not happy with your IELTS results and ask your to improve your results as a part of procedural fairness requirements.

I think you should be OK. Remember CIC evaluates your IELTS competency against the skills mentioned in the link below.

You score falls under CLB 5. and yes am from Pakistan, I got my nomination earlier this year and applied to CIO in late may and still waiting for my AOR.
