Yes you can submit your wife passport at home country. you would need to inform CIC regarding that once you recieve your Passport request and they will arrange for the same.
The only thing important here to note is that even though you can send your Passports seperatly for stamping and COPR, but the Primary Applicant needs to Land before his dependents. So in case you are the primary applicant, you will need to do the landing first and then your dependents. In case you are going to do the Landing together, then its not an issue.
