I have question for you guys. I recently moved to new apartment on July 1st. So in our passport request looks like I need to do the Step 1 also. Does that mean I cannot send my passport till they update my address? Also can I leave my address as it fr now and then update with them once I get my passport back? Any suggestions?

that's why the letter mentioned step 1 and step 2. my understanding is u have to update mailing address first and then send passport. however, if i were u, i would definetely not change the mailing address. i 'll talk with the person who is living at ur previous aptmt. see if he can help u receiving the mail.
