I would suggest not to wait till the very end. Apply as soon as you are within the 4 month period. If they decide to change the rules again in march, you would have a month to do some other application.
I applied in Aug 2015 and they changed the rules when they pickup up my file for BOWP. Assessed it based on the new rules and refused my BOWP.

Thanks for your note. Could you please clarify what rules were changed. I could see that there were some changes
wrt LMIA -- but for open work permit based on PGWP I guess there should not be any changes?

the current wait time is 4 months for BOWP... I will apply... As regards AOR, I received email from CIC with AOR as well as gcms notes.

I guess that should suffice?
 
Any DEC applicant who recently received PPR please update. Is CIC really working on our files or they are only working for refugees?

I am not sure.. I have requested second round of gcms which I will get hopefully in first wee of Jan... In my last gcms notes (generated early oct), everything was done except Security which had not started...I hope that by now they would have started/completed the security check...If nothing has moved , then there is a strong indication that they are only working on syrian refugees.

They are promising 25 k refugees by feb -- they have only processed couple of thousand applications so far... If they are only processing syrians right now, then i guess our applications wont be processed until middle of next year

I am also thinking to request for gcms notes. CIC received my application in Feb 2015 but I am scared because I heard that requesting gcms notes will delay the processing of your application. Is that true? or it is just a myth?

Why should requesting gcms notes slow down the process? DO you have any link where you read that.... I hope requesting gcms has no effect on application timelines

There is not a way to know for sure (unless someone on here has insider info); however, it is hard to see how requesting information wouldn't somewhat slow things. Your file has to be touched, and the request comes from an office that isn't the immigration officer that processes your file, so they have to take time to set aside to provide you the info.

However, if your app is already waiting for months or years, a few weeks extra wait would be nothing. It could potentially give you info that could either sooth you or that you need to provide CIC something and communication broke down so they didn't notify you.

So, even if it slows things down I'd see it as a good thing to get the info.
 
I ordered GCMS notes on Nov 14 and am still waiting...

That almost confirms that they are only processing syrians right now.... Trudeau has promised 25k refugees... So far only 1000+ have arrived.... At this rate it will stretch to middle of next year before all the refugees are granted PR...
