I would suggest not to wait till the very end. Apply as soon as you are within the 4 month period. If they decide to change the rules again in march, you would have a month to do some other application.VSw said:Hey rkapoor123,
I have very similar situation. My application for PR reached CIC on Dec 31, 2014 and my OWP expires in Apr 2016. I thought of applying for BOWP but on second thought decided its better to wait for some more time. I am hopeful that we'll get our PR application processed by Feb/Mar 2016. If I don't receive PPR by mid March, I will then apply for BOWP. If we apply for BOWP any time before the earlier OWP expires, we will be on implied status and should be okay. Main benefit this way is saving hassle and $350 ($155 for OWP + $100 for OWP holder fee + $100 for visa). What do you think?

I applied in Aug 2015 and they changed the rules when they pickup up my file for BOWP. Assessed it based on the new rules and refused my BOWP.
