It will depend on a lot of different factors. Like your husbands education level and how much experience he has. What kind of job he is qualified for and has he ever worked in Canada. Age and language skills will also be a factor.
First you can't just apply to EE you have to get an invitation to apply and you do that by creating a profile that will ask for a lot of information and then give you points based on that as long as you qualify under one of the streams. The profile is then put in with every other profile and every few weeks they give out invitations to the profiles with the top scores.
Start by having your husband create an EE profile. Once he had done that he will see how many points he has under EE. If his points are high then he will get an invitation to apply pretty fast and once he applies it should take another 6 months to have PR. However if his profile has low points then he may not ever get an invitation because he will keep getting bumped by new profiles with higher points.
Once your husband had created a profile (it shouldn't take too long) post his points here and some of the posters may be able to tell you what your chances are based on the score he has.
Even once he has created an EE profile he can still start the process of PNP application, that way he is opening two options and can follow through with what ever one goes to the next step first.

I know there is a lot of information to take in and it can take a while to understand the different paths and process of each of those path. Everyone has to find the path that best fits their situation and that can be the hardest part.
