hi. i want some help from you. my friend applied for pnp few months ago. but as cic is taking so long to process the files. he is waiting for pre-screening approval. but his studies finished in december 2013.so the 2 year time period is going to over this month. so may be he will not be able to apply acording to the rule. but if the cic is taking more time then can he wait for pre screening and apply later
after pre screening approval.

Not sure whats ur question. Let me say what i understood frm ur query, if he has applied pre screening before 2 years of completion of his studies and OPNP is taking long time to approve his pre screening than nothing to worry. OPNP will consider his application when he will apply for second stage that is PNP application stage. Because PNP understand delay is frm their side so nothing to worry.

thanks. i was thinking the same. but on website they just wrote that applicant has to send the application( means second step) within 2 years. so i was kind of curious. he has a valid work permit of 1 and half year more but his 2 years time period is ending now. that's why we were worried if he is eligible for the next step or not

Nothing to worry in that case. You can call OPNP office and confirm or post query on fb.

I believe you are talking about the OINP Foreign Worker Category with job offer which is the employer driven since you are talking about the pre-screening, then you need to keep your legal status yourself with proper visa, if you want to stay in Canada because Ontario government will not guarantee your status in Canada, otherwise you need to leave Canada while you are waiting the OINP.
If you are nominated and you have the file number then it's different story.
