Yes, applying for EE is the first step. Then if any state opens it's PNP for EE applicants, you can apply.

EE profile # is required to apply for PNP

i am a candidate in EE with NOC 0621: retail & wholesale trade managers,

under nova scotia province, it states that only skill level A & B are eligible? is that correct? which means i can not apply with skill level 0 ?

I m not sure.... Nova Scotia PNP not yet open. .. again I m repeating I m not sure... forum expert member can help you on it
