Well I have a theory why Post June 2012 applicants are getting PPR much quicker.Fafool said:The whole process is completely unpredictable !!

In my view, Ottawa was not fully functional until June, 2012. Then a few visa offices in the United States were closed in the pretext of more efficient and integrated immigration process. Now, all of a sudden the back log increased (from 2011 to 2011-June 2012). The onus is to prove the new system is in fact more efficient than the previous one (Buffalo).
Now the only way to prove is to bring down the average processing time. And there's only one way to do it, i.e. to process the post June 2012 applicants on a priority basis. Because processing Pre-June 2012 applicants won't bring down the processing time significantly. Once the processing time is brought down, now they can boast about the new system, justify the closure of offices! And nobody will complain if they decide to make us scapegoats.
