Mr. Kenney said in a year-end 2012 interview that he believed major reforms in the department would be complete by 2014. The Calgary MP cracked down on fraud and changed the immigration system from one that accepts people on a first-come, first-served basis to one in which newcomers are chosen according to their benefit for Canada.
Not only in Calgary was fraud found. It was discovered across virtually all the provinces. In Saskatchewan for example, between June 2011 to May 2012, a lot of people were migrating to Saskatchewan from across Canada. Do you know why? It's because it is very easy to sponsor one's siblings for PR under Saskatchewan Immigrant Nominee Program (SINP). Guess what? People from certain countries started devising means of abusing the system.
First method: About 20 people (an estimate) from outside Canada contributes money to someone in Canada. The money is used to open a business (e.g. restaurant) & then issue Job approval letter to all the 20 of them, after which they use the letters to apply for SINP. By the time the 20 of them have been nominated, they either close down the business or start the cycle afresh for others.
Second method: Someone who is already a PR in Saskatchewan decides to apply for nomination for 15 or 20 people. This is what vexed the Saskatchewan Govt the most.
As a result of all these abuses, the govt started tightening the rules. Thereby, making it very hard for genuine people to come in. Now, many people who moved in so as to sponsor people are frustrated in Saskatchewan. I am not against the sponsorship of one's siblings. I am not just happy at the way the system has been abused. Now, they've even tightened the rule now on international students who graduate from University of saskatchewan and University of Regina.
Right now, the Sask. govt. released a quota of 100 Int'l student graduate application for May - Dec 2013. No one knows what the quota will be now for 2014. As at today 22nd July 2013, only 27 application slots are left. What then happens to all the B.Sc. & Masters students graduating in August & September 2013? This means majority of them will have to wait till Jan 2014 to send in their application.
I remember my friends telling me how int'l students were begged in those days to take PR in Canada. This was around 2000, 2001, etc. Now, it is people now begging to get the PR. You can imagine all the Jan - May 2012 applicants still waiting for PR. It's so painful to have waited this long...
On a final note, it is apparent the govt is gradually closing the immigration doors. Majority of the decision is based on people's abuse of the system. Let us all make concise efforts not to abuse the immigration system so as not to close the door to other people who may want to come here genuinely.
