Pari, you wont get PCC from your country, reason: you have to live at a place for 1 year to be eligible to get PCC.
take it easy, read the email, in the bottom it gives you a link, if you go to the link, its clearly mentioned that if you are in Canada, submit your finger prints to RCMP Ottawa and that will do it, you dont need PCC from your home country, you can always explain to CPP-O the reason for not giving the PCC
i used commissionaire in B.C., the cost was 56 bucks.You can try googling the fingerprinting office in your area...
the next step will be to wait for PPR, that takes i dont know forever, even after you get PPR, sending the PP and getting it back is taking like 6 weeks, so I will say realistically everything will take atleast 3 to 4 months and by judging our luck i wont be surprised if it takes more time..
