Also he has almost 1 year done in Canada, that is not enough to apply for the experience based certificate exam.
He would need 4 1/2 years of proven work experience. What follows is not clear if he can or cannot use foreign work experience.

So that would lead him back to school (the other way to get it if it is not possible to use work experiece from abroad).
