Also he has almost 1 year done in Canada, that is not enough to apply for the experience based certificate exam.
He would need 4 1/2 years of proven work experience. What follows is not clear if he can or cannot use foreign work experience.

This letter is to be prepared on company or business letterhead, completed and signed by the owner or a senior official of an Alberta-based employer and provided to the individual named in the letter, or submitted directly to the nearest Apprenticeship and Industry Training office.


So that would lead him back to school (the other way to get it if it is not possible to use work experiece from abroad).

As for the language i got confused with the operator part.
