Hello There, I am very confuse here and wondering if someone could give me a percise answer. '

My soon to be wife is an American Green Card Holder, She doesn't have any Passport. she came to Canada on the 29th of January 2016, while entering Canada, she wasn't given a temporary visa form. She came via Grayhound Bus. We are applying for Her PR after the marrige through Inland Process. she need to be able to show the date for her entry into Canada. therefore, She only has the bus ticket to show, will that cause a problem with CIC ?

She should apply for a passport with the consulate of her home country

Oh ok, that makes sense. She needs to try and get a passport from her home country. She got a green card with no passport?

She is an RE8 green card holder, she came to US under the refugee protection program, she doesn't meet the eligibility to apply for a citizenship nor passport. and her Country of birth won't issue her a passport. really confuse with all this.

I thought you needed a passport to cross by land if you are over 16.

I believe that a Green Card holder must live in the U.S. for at least 6 months out of every year to maintain their status.

I suggest you post your question in a U.S. immigration forum.

PS. I don't know where you're hearing that CIC is denying `many' genuine relationships. I don't believe that is true.
Even before they deny an application, they give the applicant time to provide additional proof before they simply deny the applicant.

It looks like that she can loose her green card merely because she is applying for Canadian PR:

A general guide used is whether you have been absent from the United States for more than a year. Abandonment may be found to occur in trips of less than a year where it is believed you did not intend to make the United States your permanent residence.

You should contact the embassy of the country of her birth. If she is not able to get a passport, you should expect serious problems with the Canadian PR due her lack of passport. I don't know if CIC will accept her green card instead of a passport. I seldom say that, but maybe it would be a good idea to consult with an immigration lawyer. You situation is quite unusual, so I don't know how much help you can get on the forum. You can also try to reach out to your MP, maybe they can help.

I second Ponga regarding the denials, if you take a look at the spreadsheet, there are a couple cases where interview was required. There are also a couple denials, but all for different reasons.

Yep I was reading about that, you technically can't hold both a green card and a PR card at the same time without risking losing the Green card, because if the US border finds out you are intending to live in Canada that shows lack of intent to live in the US. Unfortunately it's not just about numbers like the Canadian PR.
