If you have two Bachelors (3)and(4) years, then the highest credential is Bachelor (not Bachelor 4 years, only Bachelor), but since it is TWO then TWO or more degrees is applicable. :)
By this, do you mean 2 distinct Bachelors degrees of 3 & 4 years duration? Or a total of 7 years across 2 programs? If yes, that's not how WES is evaluating here.

To get the correct number of points, make sure you choose the answer that best reflects your case.

For example: For each entry, if you have two Bachelor degrees, or one Bachelor and a two-year college diploma, choose “Two or more certificates, diplomas, or degrees. One must be for a program of three or more years.”

If you have more than two degrees or diplomas, you will not get any extra points. You should choose the same option as above, unless you have:

a master’s degree, or
a doctoral level degree (PhD).
You will get more points for a master’s or a doctorate, so if you have one, choose it from the drop-down menu.

What credential should I get assessed for immigration purposes?

You should choose the highest level degree, diploma or certificate (or combination) that will award you the most points. For example, you would get more points for an ECA report that shows you have a Canadian equivalent of a master’s degree than for one that shows you have the equivalent of a bachelor’s degree.

In some cases, multiple degrees or diplomas at a bachelor’s level will award you one more point than a single bachelor’s degree.

The minimum requirement to apply as a federal skilled worker is the equivalent of a Canadian high school diploma.

I too have confusion on My ECA Report. The report is as below.

I am well aware of the immense pressure of getting everything right from the applicant's side. However, there are times where we must simply look at the facts we have at hand and make our decision based on it.

Here are the facts:

Except that they don't have 2 Canadian degrees - their 2 foreign credentials have been equated to a single 4 year Canadian Bachelors degree. In other words, none of the 2 degrees are independently worth a Bachelors degree in Canada. Which leads to the conclusion (as stated in Overall equivalency at the top of the ECA report) that they have only a Bachelors ECA.
