Hi again people.
I have ask couple of times advice in here but i would appreciate if i can get some advice about my situation.
i have been asked to provide 2 police certificate but one of them does not apply to me as i left my home country when i was 16.
Now i want to submit only one of the police certificates but i dont know what to submit in the other field...
Do i leave it empty? or do i put a LOE explaining why i dont need a pcc from that country?
I have sent two webforms and they said they will forward my emails to the corresponding officer but no luck.
Will i face an issue if i dont provide pcc from my home country ? I am just following the guides on the guidelines as all the websites that i see says since the age of 18.

How difficult would it be for you to obtain pcc of your home country? It may be as simple as to visit the embassy. Of course it may be different for your country.
The request itself may have been done erroneously. However, I believe that ircc Have the authority to request whatever they wish given that the request is reasonable. The checklist is just a general guideline to get your application moving. Some countries give pcc starting the age of 14.
You can go with LOE but it would stand much better if you will explain that you tried but can’t obtain it and give proof that you never visited your country since you left.

it is very difficult to get one.Also theres no embassy in canada. I would have to send it to Us.but its weird to me why would they request one anyways?
I assume their system just sends out these requests but they dont fully check your passports and etc.
Also as my country requirements, i did not need to fill in the travel history forms so thats maybe why i think the officer thought maybe ive gone back to my country for a while.

Well, if it is a matter of just sending it and getting it back - it won’t be considered as “very difficult”. Currier services, although expensive, are very fast in getting documents even from very remote places.

it may be the glitch, as they are known to send wrong requests sometimes, but maybe it is a genuine request. You don’t want to find it out the hard way. Submit one, add loe requesting more time for this one and ask if it’s truly needed…

it is very hard as it needs fingerprinting and some other documents.It takes about 2 months at best.I dont think its general request as i can see the officer initials at the end .but it also mentions other usual reminders like permanent residence fee which makes it look more general.
The thing is the on the website it mentions "you dont need to give pcc from countries where you been under 18 the entire time.". it also says the same for express entry.Also what stage would this be considered? because i havent even got my sponsor approval. my last update was medical completed.eligibility started.
