If your wife had lived in Canada three years in the past 4 years before applying for citizenship, you can actually wait until she became a Canadian citizen and then live with you in UK. She can sponsor you for immigration afterwards.
I'm not sure where you get that idea. It sounds like the refusal was valid under applicable law, and you haven't mentioned that there is a child that would be adversely affected by this decision (what's frequently called "humanitarian and compassionate grounds"). Exactly what I said before.. it would take over a year to get into court for the appeal anyway, and everyone here has said that there is basically no chance that you will be admitted. If you want to throw 4000+ dollars away, go ahead and appeal.
