IMO, your mom-in-law's case is quite challenging. Even if you hire a lawyer, you'll need to show she has strong ties to return to so that the lawyer can put together a good application.

1. My mom-in-law's daughter is not working and is not married officially. How we can prove that she depends on my mom-in-law...?
For example, if your mom-in-law pays for the school tuition fees for her daughter's children. Or for similar expenses.

2. My dad-in-law will never agree to prepare Power of Attorney, we asked him about that before but he is very old fashioned and narrow-minded person.
A Power of Attorney would have helped her case. But if it can't be done then no worries.

3. She has nothing with him...
Does your mom-in-law have adequate finances and financial investments of her own to afford the visit. Typically (unofficially): CAD 1,000 per week of stay + airfare + surplus.

Does she have financial investments: FDs, RDs, mutual funds, LIC, shares/stocks, even gold as an investment?

Else, can your brother provide a 'Letter of Financial Support' + his financial documents and his ITRs?

4. Could you please help me find those 2-3 reasons ...we cant think of anything...that is thing that is giving us hard time and stress...we feel like she will never had the chance to come and visit us.
For example, a wedding in the immediate family..... or she is scheduled to go on a religious pilgrimage after her intended visit.... or maybe for the medical treatment/minor surgery (if that's the case) of her mom..... or some other family event.

Can we use something coming from pandit from temple as my mom-in-law is involved in religious stuff...? Please guys guide me..she is waiting to tell her what documents to prepare and I do not know what to tell her.
Yes, you can use this as a reason if she is actively involved in the temple/religious activities + she can prove it. For example, a religious event that's scheduled after her visit
