PLEASE HELP!!! URGENT, NEED ANSWER.

Hi,
I got my rejection in 2014 just cause i had 18 backlogs in my diploma.
later on I Started my bachelors of engineering and currently I am in my last year.
I applied for Caips notes just before 2 months ago.
i got my caips and it says that "PA Seeking Diploma in advance mechanical engineering technician.Previous degree in mechanical engineering-18 Fails. Based on past academic performance, not satisfied the PA would be successful in proposed program of study.Previous Refusal Noted.
No new information on file to overcome concern of previous refusal."
I applied for one time only under SPP program.
why they have written this?
please somebody help me.

because you had not stated the reason for your 18 backlogs in the SOP.plus,u wouldn't have convinced the VO that u will perform better.Bro, it's all about ur SOP.

why would they write Previous refusal noted because you have only applied once and also rejected once..

yes! this is confusing me.....i will reapply in sept'18 so do i have to mention that i have applied only for once?
